    Southern Railway (SR) has served charge sheet to dozens of TTEs, among others, for illegally collecting penalties from rail commuters even after they were allegedly transferred from their respective offices.

    The commercial staff, mostly TTEs and inspectors of ticketing squads numbering around 40, have been instructed to respond to the charges within 10 days. They have been accused of continuing in their offices even after the Senior Division Commercial Manager (Sr DCM) had issued periodical transfer orders in July 2015.

    However, the charges do not appear to have affected them much. So confident were the case-hardened officers that they had not only occupied their old offices without proper muster rolls, but had also collected penalties from unauthorised commuters and remitted the sums in railways accounts, courtesy their all-powerful union SRMU (Southern Railway Mazdoor Union) which offered them illegal immunity, unofficially. Notably, the periodical transfer orders were served only when the Senior DCM had uncovered a massive scam in the very functioning of the squads, especially the senior TTEs and squad inspectors engaging their juniors as proxies and claiming exorbitant amounts as travel allowance. SRMU launched its offensive against the Senior DCM, even moving New Delhi for his ouster from commercial department, after the officer put on hold their salaries for the unofficial working period.

    While the department commenced internal enquiry process, CBI is understood to have filed FIRs against the charged officers and even quizzed a couple of them recently. 

    DT Next has reliably learnt from Railway sources that the department had issued Standard Form (SF No: 5 or charge sheet) under discipline and appeal (DA Rules) to the charged officers, a few of whom are also facing other criminal cases for allegedly assaulting the chief commercial manager a few months ago. 

    THE OPTIONS

    • Standard Form (No 5) is issued to employee only when water-tight case is established. 
    • Employee can seek to verify documents and reply within 10day deadline.
    • Employee can also appeal for personal hearing within 10 days.
    • The disciplinary authority, based on enquiry, can either exonerate or imposeminor penalty on employee.
